We should differentiate two things:
1, the script
2, the layout

The current forum runs on a free script called SMF. Free scripts don't have that much possiblities as the paid ones, that is obvious. I think that we should choose for IPB, if we have enough money to buy it. Why IPB?
- It is easy to use, and besides, most of the forums on the net run on IPB, so most of the forum users are accustomed to it;
It is less expensive than the vBulletin, you can buy a permanant licence for 150 dollars.

And regarding to layout/skin I should say: if we get IPB, then I have a fine skin on my mind, with a modification, we can make the forum look owesome. Months ago, I opened a forum for a client of mine:

If we modify the skin, and adjust it to our own theme, it will be cool.

Thanks for the article, and what I really like about BBC is that it considers Persian as the language of Afghanistan, Iran and Tajikistan, while Voice of America (VOA), has Dari as a separate language, from Afghanistan.
