Russia and China's only interests in Central Asia are for their own selfish reasons. They have no bonds or attachment to the peoples and cultures of Central Asia unlike Iran, which has strong bonds with Tajikistan and many cities and regions scattered over Turkmenistan and Uzbekistan (Merv, Samarqand, Bukhara etc).
It doesn't serve the interests of either China or Russia to allow Iran into the SCO as a full-time member. That would mean for them to give up a certain amount of sway and influence they have in the region to the Iranians, which they obviously dont want.
Plus, i dont see how effective the SCO can be or what it will really do for Iran. As security platform it may be good for tackling issues of terrorism and smuggling etc But Uzbekistan has problems with all of the other SCO members except for maybe China, and China and Russia have their own differences too and have been allied of sorts since the 2nd World War only by default through their fear and opposition to American dominance.
SCO is hardly a cohesive security organisation like NATO for example. I mean, it has potential, but i think all the members would just as soon stab eachother in the back as they would meet in eachothers capital cities to smile and shake hands for the camera's.
