Afghan governors have been appointed based on political deals, supports from government factions and pressures, a latest report by Kilid Group found

The report has found that former Jihadi leaders, some top Afghan government officials and foreign countries with huge military engagement in Afghanistan play a crucial and influential role in governors appointment.

In the report, local Organisations Independent Office has understood that governors could not be appointed based on set standards.

Abdul Malik Sidiqi, Technical and Finance Deputy of local organisations said: “based on our request President Karzai accepts [a governor] and then governor is appointed in a province.” But he did not deny that all the time the whole process is a free-political deal process.

The report is based on interviews with thirty governors and it finds five governors representing Gulbuddin Hekmatyar of Hezb-e-Islami Party, while they have rejected still being in connection with the party.

Afghan governors representing Gulbuddin Hekmatyar as found in the report are Jumah Khan Hamdard, governor of Paktia, Delbar Jan Arman, governor for Badghis, Munshi Abdul Majid, governor for Baghlan, Khuwaja Ghulam Ghaws Abubaker, governor of Kapisa and Mohammad Halim Fedayee, governor for Maidan Wardak.

Abdul Rab Rasoul Sayaf, a former Jihadi leader and currently leader of Islamic Unity Party has four governors including governor of Ghazni, Mohammad Mussa Akbar Zada, governor of Nooristan, Jamaluddin Badar, governor of Zabul Mohammad Ashraf Naseri and former governor of Kunduz Eng. Mohammad Omar.

General Abdul Rashid Dustum currently leader of National Movement Party has three governors including the governor for Jusjan province [Mohammad Halim Sahi], the governor for Samangan province [Khairullah Anosh] and the governor for Ghor province [Sayed Iqbal Munib].

Findings of the report show that most of the government seats are controlled by members of the party of Burhanuddin Rabbani. Presently Rabbani has four governors with two of them appointed with his direct support.

The governors of Rabbani include the governor of Takhar province [Abdul Jabar Taqwa], the governor of Badakhshan [Shah Wali Adeeb], the governor of Balkh province [Ata Mohammad Noor] and governor of Nimrouz [Abdul Karim Barahawi].

Afghan Millat Party is one of the factions with maximum influence in Afghanistan government, which is under the leadership of commerce minister, Anwarul Haq Ahadi, it said.

The party has three governors including governor of Kunar province [Sayed Fazlullah Wahidi], the governor of Laghman province [Mohammad Iqbal Azizi] and governor of Farah province [Rohul Amin].

Abdul Jabar Naemi governor of Khost province, Atiqullah Luddin governor of Logar province and Gul Agha Sher Zoi the governor of Nangarhar province are all assigned by Pir Sayed Ahmad Gilani, the report says.

Vice President, Mohammad Qassim Fahim has facilitated the appointment of the governor of Panjshir [Keramuddin Karim] and governor of Parwan Province [Abdul Basir Salangi], it says.

The governors for Daikundi and Faryab provinces have connections to Hajji Mohammad Mohaqiq, leader of Unity Party, it said.

The governor of Kabul [Zabiullah Mujadidi], the son of Sebghatullah Mujadidi and the governor of Sar-e pul [Sayed Ali Rahmati] have connections with the President Karzai’s second Vice President, it said.

The governor of Herat province, Daud Saba is close to Dr Spanta, National Security Advisor for President Karzai, it said.

The report says that some governors are also backed by foreign countries including the governor of Kandahar, Touryalai Weesa is backed by Canada, Gulab Mangle by Britain and Habiba Sarabi by US, it said.

Each governor gets a monthly payment of 2.5 million Afghanis for their guest reception expenses and each gets a salary of around three thousand dollars per month.

We are doing better if you put Fahim and Rabbani together.

He tries. He today even fight with Taliban but even Goh-ba-Gohdin need Fahim but Fahim is not a fan of this Mughali dog. Gozbuddin have no power, except some hundreds or 2thousand men behind him. Either he will die or we will have an independant country, apart from Awghoos, before he can come somewhere. But what we need is to ride on the filthy Syrian-Arab Mojadeddi family and oust his filthy son Zahibullah out of Kabul and Afghanistan.

We need to represent ourself in all levels and spheres. Annexing the Gilani, Mojadeddi and Mahalis to our own policy and interests if not able or not want to get ride on them. We need to use them for our own goals. These Pirs, Mojadeddis and Sayyids are one of the three main points why our country is destroyed. We also need a plan that allow us to install a governeur in Kabul whose ethnical background will always, permanently, be of Tajik stock.
