Is Sharwali the same as Ostandar(Governor) or Shahrdar(Mayor)?
To an Iranian the word 'Sharwali' is a confusing word! 'Vali' in old times used to
be Governor, nowdays in Iran, the word Ostandar is used instead of 'Vali'.
Since the word Sharwali has shar as its beginning I assume 'Shar' is the same as 'Shahr'(city) so I assume it means Mayor or Sharwali Herat would it mean Herat City Council?

It is equal to Shahrdar. Shar in pushtoo is city in english and Shaher in farsi.
